Nope if you dismantle you won't get the shader. It works like the past seasons flawless chest shaders. It's more like a trophy for the armor or weapon it's on. I dismantled gauntlets and didn't get it. Still have it on my Sola's Scar. But I had it pop up in collections if I recall previous shaders did not. Typically for shaders that are equipped on gear when dropped, you have to dismantle the gear to get it. I'm also in the same boat, I changed the shader on the chest piece but now I can't find any way of getting Vizier Regalia back. Only get it on the flawless item.
