The F20 circuit is a hardwired input that only has power with the ignition switch in the run or start position. The TIPM needs to see both the bussed message and the F20 input from the ignition to allow the starter to crank. Engine will have no spark, and you will not hear the fuel pump run when the key is turned on, therefore, no fuel pressure.
